The JBLFMU-A Distance Education-Open Learning Office (DE-OLS) of the Graduate School aims to extend graduate maritime studies throughout the country and the whole world, to provide opportunities for instructors/trainers in maritime educational institutions, personnel of maritime and shipping industries on-board ship and/or ashore, to acquire a master’s degree in Maritime Education, Maritime Management and/or Shipping Management.
The system of programs uses both on-campus and off-campus methods of delivering education to a wide range of students around the globe, who want to enhance their competencies to better, prepare them for a career in maritime institutions and industries.
Through Distance Education, one can work towards a master’s degree in Maritime Education, Maritime Management or Shipping Management. Through the course offered on a distance education or open learning system, one may move up the career ladder or expand his understanding of subjects as diverse as maritime law, socio-economic development, maritime pollution and environment preservation, quantitative analysis in business, etc.
Learning modules, study guides with instructions and other materials, including video and audio tapes, are provided.
Upon enrollment, the student is assigned an instructor who receives his lessons and offers comments and suggestions. The instructor gives a copy of the documents to the Distance Education Office where grades are recorded and mailed or emailed back to the student.
With the Distance Education-Open Learning System, the student has the freedom to tailor his learning to his demanding schedule. The system, however, requires the student’s self-motivation and discipline.
A. Master in Maritime Education (MME)
This course has for its main objective the upgrading of maritime education in the country through the professional development of the faculty and academic personnel of maritime schools.
B. Master in Maritime Management (MMM)
The JBLFMU-A Master in Maritime Management is a 45-credit hour program in business management, oriented for maritime industry applications. The program was created to meet the particular requirements of seagoing officers and middle managers ashore who wish to enhance their management capabilities and advance opportunities in maritime related companies.
The curriculum offers concentrated training to develop and integrate management disciplines within maritime management’s economic, social, and political environment.
C. Master in Ship Management (MSM)
The course in Master in Ship Management aims to provide an opportunity for seafarers and shore side personnel to earn a high quality graduate degree in ship management. It aims to provide participants with a broader understanding of economics, organizational theory and quantitative problems in the shipping industry.
New insights into the functional fields of business and operations management relative to the shipping industry are developed in the students to provide them the opportunity for senior management positions in the shipping industry.

Instructional delivery in the distance education mode is through self-learning packages which is available both in print and digital format.
Upon receiving the learning package, the student assumes autonomy over the learning process. This requires of the student a high degree of independence and self-reliance.
In the course of his study, the student is expected to submit written assignments and research reports.
Conferencing is scheduled by the student and the tutor. The student may consult with his tutor anytime about any assignment or topic found in the learning package. This may be done by telephone, by fax, by instant messenger, email or by post.
Whenever possible and convenient, the student must sit for supervised final examinations in the Graduate School classroom. The examinations are marked by the JBLFMU Graduate School faculty who also give the final grades of the student.
In cases where the student cannot possibly take the examinations on campus, the test can be taken online through efront. Otherwise the test papers are mailed, faxed, sent through emails, to the student who returns the answered tests to the Distance Education Office by mail, by fax, or by e-mail.
While instruction is mostly through print medium, the Distance Education Program enhances it by employing other media including computer network and collaboration mechanisms.
Applicants may be considered for admission if they have a bachelor’s degree or completed the equivalent of a bachelor’s degree from an accredited college. Applicant selection is based on evidence of academic capability reflected by college grade-point average and motivation for completing the program as demonstrated by the application letter and letters of recommendation.
Documents to be submitted:
- Transfer credential/Certificate of honorable dismissal from school last attended
- Transcript of academic records
- Service record (if employed)
- A Letter of recommendation (Company manager or equivalent thereof)
The enrollee can download the form, completes it and mail the accomplished registration form, official study permit and a check or money order (made payable to the John B. Lacson Colleges Foundation (Arevalo), Inc. – Graduate School); c/o Distance Education Office.
The amount of payment includes all course costs: tuition, supplies, modules, study guides and the processing and mailing fee.
Registration is processed as soon as it is received by the Distance Education Office and the course materials are shipped to the student. Full payments accompany all registrations.
Students within the JBLFMU area may personally register, accomplish all necessary forms, submit official study permit, and pay fees in full. Course materials are immediately issued to the students or mailed later or accessed online. Copies of study guides are available for review in the Distance Education Office.
Dropping/Withdrawal of Subjects
If the student chooses to drop a DE course, he should contact or see the Dean and his tutor, accomplish the official dropping or withdrawal form and have the form signed by his tutor and approved by the Dean. The form is submitted with a Php 100.00 fee.
When you enroll in a Distance Education course you have six months to complete your lessons and exams. If you don’t complete the course in six (6) months an extension of another six months may be granted upon request and payment of a fee of Php500.00 or its equivalent in other currencies.
If the course is not completed within 12 months the enrollment in the course will be terminated and you have to re-enroll in order to continue the course work. If for reason beyond your control, you are prevented from completing a course within the prescribed time, the instructor may defer your grade.
Writing is a crucial component of your course, and you can best judge how easy or difficult it is for you and how much time it will take. In addition, you will need to schedule time for examinations.
There are limitations on the number of lessons you can submit at one time. This allows you to benefit from the instructor’s comments and suggestions before moving on to other lessons.
Maintaining academic integrity-scholarships free from fraud and deception is an important educational objective of JBLFMU Graduate School. Academic dishonesty can lead to a failing grade.
Academic dishonesty includes, but is not limited to cheating, plagiarism, fabrication of information or citations, facilitating acts of academic dishonesty by others, unauthorized prior possession of examinations, submitting work of another person or work previously used without informing the instructor and securing written approval, or tampering with the academic work of other students.
The Dean assigns a program adviser to each student. The program adviser helps the student work out his program of study. He advises guides and evaluates the student until the latter is assigned a thesis adviser.
Distance Education-Open Learning is designed to allow you to set your learning pace. Because our courses require time for your instructor to check your progress, we strongly suggest that you don’t attempt to complete any distance education course in less than four months.
Most students find that they learn best when they complete one or two lessons a week. Your study guide or course instructor may state the maximum rate of lesson submission for your course. If there is no constraint given in a letter from your instructor, you may submit no more than one-sixth of your lessons in a seven-day period.
Electronic mail (email) is the preferred method of lesson submission. To participate, you need to have access to an electronic mail system. Students are also encouraged to use instant messenger for fast enquiries.
Another option for lesson submission is the fax. Please include your Lesson Identification Form (LIF) with each lesson as the last page. We ask that a dark pen or typewriter/printer imprint be used on all fax materials. When transmitting several pages, please label and number each page; include your name, address, student ID number, course abbreviation, and lesson number. Instructor’s comments and grades will be returned via regular mail.
The ODL learning platform also provides specific instruction how to upload and submit course requirements once you are given access to specific course material.
The module provides discussions, explanations, and assignments which will guide the student through the course as a classroom instructor would. It contains written assignments that the student may complete and send to the GS Distance Education Center or upload through the efront.
The student can use e-mail to communicate with the DE Center and in some cases with the instructors as well. Also, course assignments may be submitted by e-mail, uploaded through the efront.
Most lessons in the learning guide contain written assignments that must be submitted to the GS-DE Center. When an assignment is received it is recorded and forwarded to the instructor who evaluates and grades the assignment and returns it to the students thru the GS-DE office.
No student may take the examination for the course until he has completed all the previous written assignments.
Most courses include at least two examinations, a midterm and a final. After all the written assignments preceding each exam shall have been submitted and returned with passing grade, student may arrange to take the examination. In the case of seafarers they may report to the JBLF Graduate School and arrange to take the examination upon embarkation. The date and time of the examination shall be arranged according to the convenience of student and shall be taken at the JBLF-GS campus.
All the other students have to report to the JBLF campus for the examinations at a time and date arranged with the Graduate School office.
The course instructor/tutor assigns a final grade upon completion of all required lessons and examinations for a course. This grade is then forwarded to the Office of the Graduate School Registrar and entered on your permanent academic record.
The Graduate School of the John B. Lacson Foundation Maritime University adheres strictly to its policy on students’ retention and disqualification. This shall ensure the quality of the graduates of the programs of the JBLFMU Graduate School.
All students must meet the herein specified academic requirements and disciplinary standards. Any student, who fails to meet the requirements and/or standards, as set forth by the JBLFMU, shall be disqualified from the program.
I. Academic Requirements
1. Any student who incurs a failure in any subject shall not be readmitted to any of the other graduate programs.
2. Any student who gets a grade lower than 2.0 in any subject shall be allowed to re-enroll but shall not be allowed to graduate. The student may opt to continue to earn master’s units but shall not be allowed to graduate.
3. This provision on disqualification to graduate due to a deficient grade may be overcome if the student retakes and passes the subject. In this instance, the student would revert to normal student status and thus be allowed to graduate from the master’s program.
4. If a student with an INC grade opts to enroll during the term without completing the INC, the JBLFMU reserves the right to invoke sections 1 and 2 above until the subject requirements are completed and the corresponding grade is given.
II. Disciplinary Standards
1. All students shall conform to the standard of discipline as specified in the JBLFMU Students’ Manual.
2. Any action or any infraction thus committed by any graduate student and brought to the attention of school authorities shall be meted the appropriate penalty only after due investigation and deliberation by the Conduct Board.
